A niqab, which is more commonly worn, is a two-piece full length garment which covers most of the face, but leaves the eyes exposed. The veil is a modesty garment. The holy text of Islam, the Koran, advises men and women to dress modestly. For some women, that description has been interpreted as advice to cover the all areas of the body except their face, hands and feet when they are in the presence of a man to whom they are not married.

For some women, wearing the veils is a matter of religious right, and an active decision made by those women. Other followers of the faith may feel that a hijab, a headscarf, is the most appropriate form of dress, and some women may not opt to wear any covering whatsoever.

Denmark, France, Germany, Austria and the Netherlands have said that they will fine anyone seen working the burka in public. Switzerland banned the veil in the region of Tessin, while a town named Novara in Italy has also imposed restrictions. Parts of Catalonia in Spain have fought to ban the face veil after a European Court of Human Rights ruling in said it was not a human rights restriction. In Turkey, a full ban was abandoned in , and now women are barred from wearing the garments if they work in the judiciary, military and police.

It is highly questionable whether the microscopic figures of women who wear the burqa has warranted the inordinate amount of focus, time and cost that has been put into scrutinising it.

Fears surrounding the burqa are unfounded and based on perceptions of it posing a threat, despite no evidence of this.
